OK, first of all it is whoop whoop, not woot woot.
Started with former Cap Larry Murphy, who incidentally wore #55 for Caps.
Whoop whoop is either: a) a turkey call, or b) some reformulation of the word "whoops" which refers to Murphy's penchant for turning the puck over in the offensive zone at the blue line.
Gonchar also wore #55 for the Caps -- not clear what, if any, factor that is.
Fascinating.
