I just happened to come across a piece of shit article she wrote about how the EPA unfairly tries to get companies to clean up their pollution.

  1. I must nominate myself then, because I used to do something similar. EPA has a policy whereby companies that are fined for regulatory reasons, can "pay" that fine in the form of undertaking an environmentally beneficial project that it would not otherwise be undertaking.

    So I would help calculate the penalties, and then consult with the company about undertaking supplemental projects in lieu of paying the fine. EPA had to sign off on the whole settlement, but I often felt the companies would just recharacterize investments they were planning to undertake anyway as such supplemental projects, thus escaping any cash fine or penalty.
